Dear participants of the First President Hearings!
Ladies and Gentlemen!

We, public ecological organizations, greet involvement of public to the formation of the politics of the state development. Public participation in the decision making process is one of the main principles of sustainable development, that is considered by the world society as an effective instrument that leads to the economic prosperity, long-term social welfare, and ecological safety.

The integration of the ecological politics to the all branches of economy is the necessary condition of Ukraine’s transition to sustainable development.  To this purpose it should be arrived to the political decision at the highest level concerning necessary integration of ecological politics in all spheres that is one of the provisions of EU Treatment. 

We deeply concerned by the fact, that in spite of our expectations, the ecological politics as an integrated factor and the important priority of the state is presented nor in the Action Plan of the Orange Government nor in the today’s agenda of the hearings. We have an impression, that economic leap of Ukraine is planned by means of depletion of the natural resources, as it was made by developed countries 50 years ago. But now is the 21st century! Ukrainian ecological movement could not allow that economics of Ukraine will develop as raw material attachment to high quality, service oriented economics of western countries.

It is a pity, but technocratic behavior of the new government, such as building of the Danube Channel and Tashlyk hydroelectric pumped storage power station, intrusion of the plans of building of the new atomic reactors and many others, are conducted with flagrant violation of the ecological legislation without assessment of economic viability and discussions this activities with the public. Systematically the requirements of the Aarhus Convention about the access to the information, participation in the decision making, and access to justice on ecological problems are violated. From the beginning of this year the appeals on priority of ecological politics in the state were repeatedly sent in the name of the President and the Prime-Minister. Among them was a letter from 125 ecological non-governmental organizations, and an appeal concerning current ecological problems. There was any answer to these letters. The document "Public assessment of ecological politics", which was ignored by the government of Kuchma, in the same way was ignored by the new government.

According to the new standards, strategic actions of the state development should include requirements to the environment protection. We require inclusion of the ecological component to the public discussion of the state development scenarios. We, ecological public organizations require specialized meeting at the highest level for discussion of our prepositions.

Ecological politics should become the priority component of the politics of state development in the modern Ukraine. It is a challenge to our society and its vital need.  If orange is real it should have green leaves!
