Resolution of the Meeting between GWP Head Quarters, GWP CEE representatives and Ukrainian stakeholders

TOPIC: GWP Assistance to Ukraine’s IWRM Planning
Kyiv, 1-2 December 2005
Venue: Bortnichi, 34 Lenina Street

1. Participants of the meeting — representatives of different Ukrainian state, regulative, water management, academic, business and civil society stakeholders, after listening and discussing presentations made by GWP representatives,

Reaffirming their commitment to:

• the GWP objectives and tasks:
  — to support countries in the sustainable management of their water resources,
  — to establish the principles of sustainable water resources management,
  — to identify gaps and stimulate partners to meet critical needs within their available human and financial resources,
  — to support action at the local, national, regional or riverbasin level that follows principles of sustainable water resources management,
  — to promote and to implement integrated water resources management through the development of a worldwide network that could pull together financial, technical, policy and human resources to address the critical issues of sustainable water management,
• the UN Millennium Development Goal of halving by 2015 the proportion of people who are unable to reach or to afford safe drinking water and basic sanitation,
• the WSSD decisions (Johannesburg, 2002) as well as the related objectives and commitments made in the framework of the "Environment for Europe" Ministerial Conference (Kyiv, 2003),
• the goals of EU Water Initiative

aiming at:

• making a key contribution to the Plan of Implementation agreed at the WSSD (para 26),
• creating joint platform for improved co-ordination and communication on water-related issues,
• assisting in the application of integrated river basin management approaches and supporting the establishment and strengthening of river basin organisations and of appropriate legal frameworks,

and concluding that participation of Ukrainian stakeholders in GWP will be mutually beneficial,

have reached agreement on expediency of joining GWP by Ukrainian organizations.

2. In accordance with GWP procedures, authorized representatives of Ukrainian organizations will fill and submit to GWP duly signed application forms so that to become the GWP partner organizations.

3. Meeting participants representing the listed below organizations:

— State Committee on Water Management (SCWM) of Ukraine with its river basin management organizations (Siversky-Donets, Dnipro, Dniester, Crimea), oblast branches (Volyn, Trans-Carpathia, Odessa) and other water management organizations;
— Ukrainian Scientific Institute of Water Management and Ecology Problems;
— Ukrhydrometcenter;
— Institute of Water Engineering and Land-reclamation of UAAS;
— NGO "Ukrainian Rivers Network";
— Ukrainian Center for Water and Environmental Projects (UCEWP);
— NGO MAMA-86;
— Institute of Colloid Chemistry and Chemistry of Water of UNAS;
— Closed joint-stock company "Ukrvodproekt";
— State Institute of management and economics of water resources,

have decided also to launch the initiative interim group on the establishment of the Ukrainian National Water Partnership (NWP).

4. The tasks of the initiative interim group will include: distribution of information on GWP, its objectives, structure, goals, tasks and methods of work, preparation and submission, in cooperation with other interested Ukrainian organizations, of the application form of NWP to both GWP and Ukrainian authorities.

5. Starting from voluntary participation in GWP and sharing its principles and approaches, participants of the initiative interim group have decided to share the temporary responsibilities between the group members in the following way:

—chairing of the initiative interim group, organizational support to the contacts with central and local state authorities — SCWM of Ukraine (V. Stashuk);
— scientific support to the implementation of IWRM principles in Ukraine (development of draft Statute of RBOs) —  Ukrainian Scientific Institute of Water Management and Ecology Problems (À. Yatsyk),
— communications (e-mail/Internet) and contacts of NWP with GWP — UCEWP (À.Demydenko),
— public education activities, dissemination of GWP materials — NGO "Ukrainian Rivers Network" (G.Marushevsky),
— public involvement in GWP/NWP, IWRM implementation process and RBO management, information collection and dissemination in Ukraine — NGO "MAMA-86" (G. Tsvetkova),
— IWRM education activities among profesionals — State Institute of management and economics of water resources,
— support to the implementation of river basin modelling (GIS, DSS) — Trans-Carpathia oblvodgosp (V.Chipak) and UCEWP (Ì.Zheleznyak)
