Cooperation for Sustainable Rural Development

This project is implementing in cooperation with Women of Europe for Common Future (WECF) with sponsorship of MATRA program of Ministry of Foreign Affairs of Netherlands. Ukrainian participants of project are: MAMA-86 in Nizhyn (Chernigiv region), in Poltava and in Yaremche (Ivano-Frankivsk region). The coordination of the project is made by main office MAMA-86 in Kyiv.

The term of realization is from November 2003 to November 2006.

The project is mean to the solving problem with water supply and sanitation, as basis for life support and sustainable rural development with participation of public and development of collaboration of all interested parties.

The tasks of project:

  1. To raise the standard of information distribution of three pilot villages, concerning with the problem of water supply, sanitation, and the ways of solving these problems.
  2. To conduct some pilot projects in three villages in:
    • Safe water supply;
    • Ecosanitation — the building of ecotoilets;
    • Application of organic agriculture to save environment, especially concerning with water supply source.
  3. To make for participation of rural public and interested persons for solving problems of development locally, for rising the level of interest and responsibility of inhabitants and stakeholders in solving local problems.

This project will be implemented in 3 villages:

  • Bobryk (Vertijivka) Nizhyn district, Chernigiv region;
  • Vorokhta, Yaremche district, Ivano-Frankivsk region;
  • Gozhuly, Poltava district, Poltava region.

The project is considered organizing seminars in drink water safety and supply, waste treatment, safety of water sources, hygiene and sanitation at the first phase. Specialists from Germany, Netherlands and Ukraine will be invited to the seminars.

The second phase is implementing pilot projects in 3 villages in three priority directions with solving concrete local problems. Main task of these pilot projects is to find and realize effective decision, which must meet the requirements:

  • Technically effective;
  • Saving resources;
  • Environmentally friendly;
  • Economically available to the inhabitants.

The project based on the experience received before, during water campaign MAMA-86, WECF, and colleagues from "Meditas & Sanitas" during ecosanitation project in the village Garla-Mare, Romania.

7—14 of November 2003 — the beginning of project implementation — targeting visits of project common team with the participation of coordinators WECF and MAMA-86 in the regions and places where this project will be implemented.

7—9 of November 2003 — visit to Poltava — the meeting in municipal administration with stakeholder representatives, meeting with administration and inhabitants in village Gozhuly, inspection of water supply objects, water treatment system, and school.

10—11 of November 2003 — visit to Nizhyn and meeting with representatives of local authorities, teachers, and administration of schools in the villages Bobryk and Vertijivka, taking samples of water and soil for chemical analysis.

12—14 of November 2003 — visit to Vorokhta, meeting with local authorities, visit to the sanatorium "Mountain Air" and discussion of Vorokhta's problems.

3—8 of April 2004 — the second visit to Vorokhta. The goal was

  • To discuss the project of water supply reconstruction plan in Vorokhta;
  • To organize the seminars in save drink water and water source protection, urban waste treatment — ecosanitation, s ocio-economic gender research.

The project of water supply reconstruction plan in Vorokhta is developed by rural authority. Business plan's work was initiated by this project and started after the firs meeting of project team and Vorokhta local authority. Institute "Dipromisto" is doing now this business plan's work with sponsorship of local administration (18,000 UAH). The estimate of the project (preliminarily) is 707,000 UAH (including taxes — 115,000 UAH). Time of implementation is 6.5 months. Water supply is the main priority for local authority; allocated funds given for this year were 100,000 UAH for implementation of project. Plan project was presented first by stakeholders in the meeting organized by MAMA-86-Yaremche in Vorokhta on 6 of April. 45 participants took part in discussion — representatives of the project, local, district and region authority, oblast SES, stakeholders.

It was held seminar on 7 of April 2004:

  • Presentation of the project "Cooperation for Sustainable Rural Development" by Anna Tsvetkova, national coordinator of the project;
  • Gender research — expert WECF Catharina Liduina Maria Bentvelsen;
  • Urban waste treatment — ecosanitation — expert from Hamburg university — Franziska Meinzinger;
  • Safe drink water and protection of water sources — expert WECF Margriet Samwel.

10—20 May: WECF visit to Ukraine and series of meetings, workshops and social survey materials gathering by project team.

10—11 of May — coordination meeting with the project participants from WECF and MAMA-86 (Kyiv, Yaremche, Poltava) in Kyiv.

12—13 of May — project team visit to Bobryk and Vertijivka: the workshop on safe drinking water supply and eco-sanitation with discussion of local problem.

12 May — the meeting and workshop in Bobryk with dwellers, teachers of the local school and representatives of Vertijivka authorities; wells water sampling and express-analysis's on nitrates (20 samples); checking the conditions of school toilet and water supply; gathering the information about the problems of the school, children health and living conditions in the village.

13 May — visit and workshop in Vertijivka with local authorities and dwellers, express analysis of well water on nitrates (29 samples). MAMA-86 Nizhyn reported and planed next activities.

15—20 May — visit to Gozhuly, the Water and Wastewaters management workshops in Gozhuly, discussion the pilot project priorities in Gozhuly and sightseeing, social survey and gathering the materials/information in Gozhuly.

23—25 of June — the Drinking water campaign activity and first results of the MATRA project were presented at the exhibition and on side event of Budapest Ministerial Conference. The main focus was made on "Safe water for children" based on the positive practices on implementation of 4 pilots on technical solutions in rural and urban areas of Ukraine. The booklet on children health was published and presented at the Budapest Conference. One of the main parts of this booklet was about improvement the basic conditions at school — water supply based on practical solutions implemented by MAMA-86 in the framework of Drinking water campaign.

26—28 of June — the representatives of MAMA-86 took an active role in the WECF Water and Sanitation working group meetings in Budapest.

7—11 of August — During summer camp in Bajdarska valley field eco-center near Sevastopol in Crimea WECF expert on eco-sanitation Stefan Deegener made the presentation on eco-sanitation for MAMA-86 network staff, together with volunteers Stefan Deegener built the simple eco-toilet for the summer camp. This model will be used for demonstration and future introduction of eco-sanitation in Ukraine.

8 of August — in the framework of organic agriculture direction of the MATRA project the MAMA-86 network workshop on organic agriculture with participation of WECF expert Martien Lankester was held.

22 September — the national multistakeholders seminar "Water, sanitation and Hygiene for all in Ukraine" was held in the framework of International Water Forum AQUA-Ukraine-2004 funded by Water Supply and Sanitation Collaborative Council and MATRA Project. Co-organisers of this seminar were MAMA-86 and Ukrainian Water Association. At the seminar the key speakers were WECF experts — Margriet Samwel and Felix Tettenborn and WSSCC Regional Co-ordinator for CEE and EECCA — Diana Iskreva. All seminars' materials were included into the AQUA-2004 text book, by Forum organizers. 75 participants of the seminar expressed the will to initiate the broad public consultancies and hearings on draft of the State program (Action Plan) "Drinking water of Ukraine", which was pass to the Parliament for the consideration.

12—17 of October — visit of 6 Water experts and 4 MAMA-86 project co-ordinators to Munich to get to know how the water supply and sanitation problems solved in Bavaria. All Ukrainian experts received the full information on many questions and deep knowledge about administrative, economical and technical aspects of water supply and waste waters treatment in Munich and Bavaria. The different ranges (for 1,5 mln till 80 consumers) water supply utilities and wastewaters treatment plants were visited by Ukrainian water expert during this visit. New knowledge and emotions empowered all visit participants to work on the problems at home.

25 October — 2 November — the 3d WECF visit to Ukraine: two regional workshops on organic agriculture and sustainable rural development were organized in Bobryk (26th of October) and in Gozhuly on 29th of October with participation of WECF representatives (Margriet Samwel, Solomia Babyak, Stefan Deegener) and WECF expert on rural development Sabine Bruckmann.

On 29—30 October — the second evaluation/reporting and planning meeting in Gozhuly. The activity of all project groups were highly evaluated, there were many comments and clarifications on different aspects of project implementation in the regions. All project partners reported for the activity and the planning for the next period November 2004 — May 2005 was made.

On 30th of October the official opening ceremony of eco-toilet in Gozhuly school was held. The representatives of WECF project team joined by Annemarie Mohr — coordinator of WECF projects in Russia and Ukraine, MAMA-86 network and project partners, local authorities, school staff, builders, children and other visitors took part in this small but very important for local people event.
